It supersedes 006, 011, 028, 041 and 042 where they conflict. Older posts remain useful as rationale, but an agent should normally need only this article plus the target repository to create or modernise its CI. The goal is consistency without generic bloat: the agent discovers what the repository actually contains, selects the applicable capabilities here, and writes a bespoke workflow that already knows what it is responsible for.
