If the package is masked, you can unmask it using the autounmask tool or standard emerge options:

Description:

This is a patched version of Gentoo's gtk+:3 ebuild to make optional its transitive dependency on <pkg>sys-apps/dbus</pkg>, by adding a USE=accessibility flag. Disabling it makes <pkg>dev-libs/atk</pkg> redundant, and also prevents spawning extra runtime processes for it. Note that many other packages pull in ATK anyway, including all the Chromium-based blobs.
