Install this package:
emerge -a sys-apps/razer-cli
If the package is masked, you can unmask it using the autounmask tool or standard emerge options:
autounmask sys-apps/razer-cli
Or alternatively:
emerge --autounmask-write -a sys-apps/razer-cli
