Move srun package from category x11-misc to gui-apps.

The package works in X11 and wayland. Only required change the command in
config file.

emerge --unmerge x11-misc/notify

2. Install.

emerge gui-apps/srun

Fix times save in updategentoo.

Until version v4.0 in the save time included the download time. For that is
recommended remove the json save time file.
