Install this package:
emerge -a dev-vcs/gitlint
If the package is masked, you can unmask it using the autounmask tool or standard emerge options:
autounmask dev-vcs/gitlint
Or alternatively:
emerge --autounmask-write -a dev-vcs/gitlint
