Install this package:
emerge -a ros-noetic/octomap_server
If the package is masked, you can unmask it using the autounmask tool or standard emerge options:
autounmask ros-noetic/octomap_server
Or alternatively:
emerge --autounmask-write -a ros-noetic/octomap_server
