      Point hipcc at <pkg>llvm-core/rocm-llvm</pkg>, AMD's LLVM fork, instead of
      the system clang. This makes "hipconfig --hipclangpath" report AMD's
      compiler, which is what rocm.eclass's rocm_use_clang() reads, so every
      ROCm library built afterwards uses it. Required to build the ROCm math
      libraries: they use bf16 WMMA intrinsic signatures and generate AMDGPU
      assembly that a vanilla LLVM rejects.
