net-im/telegram-desktop: Use the private Qt API (Recommended). Disabling it avoids a rebuild on every <pkg>dev-qt/qtbase</pkg> minor update, but loses the RHI renderer in the media viewer and effects, kinetic scrolling and native Wayland tooltip/popup placement, and needs <pkg>kde-frameworks/kwindowsystem</pkg> for Wayland window activation

Warning: USE flag 'qt-private-api' is used in ebuilds/metadata but is not defined in profiles/use.desc
