NVIDIA cuDNN binary distribution rebuilt for the CUDA 13 ABI.
The ::gentoo dev-libs/cudnn ebuilds are pinned to the cuda12
variant of upstream's tarball, which conflicts with installs
that have moved to dev-util/nvidia-cuda-toolkit:0/13. This
ebuild fetches the parallel cuda13 tarball from NVIDIA's
redist mirror and lays it out under /opt/cuda/.
