NVIDIA cuDNN binary distribution rebuilt for the CUDA 13 ABI.
The ::gentoo dev-libs/cudnn ebuilds are pinned to the cuda12
variant of upstream's tarball, which conflicts with installs
that have moved to dev-util/nvidia-cuda-toolkit:0/13. This
ebuild fetches the parallel cuda13 tarball from NVIDIA's
redist mirror and lays it out under /opt/cuda/.

rocprofiler-register is the small brokering library that ROCm runtimes
(HIP, HSA, rocDecode and friends) link against so that a profiler can
attach to them at runtime. The runtimes call into it at load time; the
profiler registers itself with it. It carries no profiling logic of its
own and exists to decouple the runtimes from any particular profiler
implementation.
